Timothy Proctor discussed an incident that occurred on March 31, 2026, on Canal Road. Mr. Proctor stated that he was traveling along Canal Road when he passed a county tractor equipped with a bush hog mower. During the passing, a rock was discharged from the mowing equipment and struck his vehicle. Mr. Proctor further stated that he entered Canal Road from Orange Grove Road, and did not observe any “Mower Ahead” warning signs.
