title RESOLUTION AUTHORIZING INCREASED AWARD TO VARIOUS AGENCIES UNDER RFP-22-006 FOR CALENDAR YEAR 2025, DUE TO AN INCREASED DEMAND FOR THE SERVICES PROVIDED body WHEREAS, the County of Passaic ("County") is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic ("Board") is vested with managing the property, finances, and affairs of the County; and WHEREAS, the Department of Human Services ("Department") is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and WHEREAS, N.J.S.A. 40A:11-4.1 authorizes the County to utilize competitive contracting in lieu of public bidding for procurement of specialized goods and services, the price of which exceeds the bid threshold; and WHEREAS, N.J.S.A. 40A:11-4.1(b), specifically authorizes the County to utilize competitive contracting to procure services related to the administration of social service programs, under which this program falls; and WHEREAS, pursuant to N.J.S.A. 40A:11-4.3, the Board approved Resolution R20181074, dated December 27, 2018, authorizing the Department to initiate the RFP process to procure services related to mental health; and WHEREAS, on February 10, 2022, the Purchasing Agent unsealed responses to RFP-22-006, County Mental Health Board Funding 2022 Application ("RFP-22-006"); and WHEREAS, in accordance with the law, a Review Committee was convened to review the responses, and in a memorandum dated February 24, 2022, recommended the award of contracts to multiple providers pursuant to RFP-22-006; and WHEREAS, on April 12, 2022, the Board adopted Resolution No. R-22-0279, authorizing the award of contracts to multiple providers, including Center for Family Services, Inc. (mental health outpatient services); Wafa House, Inc. (mental health case management services); and Jewish Family & Children's Services of Northern New Jersey, Inc. (mental health outpatient program), for the 2022 calendar year in accordance with RFP-22-006 and the Review Committee's recommendations, with the County retaining three (3) one-year options to renew; and WHEREAS, on December 27, 2022, the Board adopted Resolution No. R-22-1222, exercising the first one-year option to renew the above-described contracts for the 2023 calendar year; and WHEREAS, on December 12, 2023, the Board adopted Resolution No. R-23-1139, exercising the second one-year option to renew the above-described contracts for the 2024 calendar year; and WHEREAS, on December 10, 2024, the Board adopted Resolution No. R-24-1129, exercising the third one-year option to renew the above-described contracts for the 2025 calendar year, which in relevant part allocated $45,000.00 to Center for Family Services, Inc. (mental health outpatient services); $60,000.00 to Wafa House, Inc. (mental health case management services); and $91,800.00 to Jewish Family & Children's Services of Northern New Jersey, Inc., which as per Resolution No. R-25-730 was divided between outpatient services ($36,800) and case management services ($55,000); and WHEREAS, on August 12, 2025, the Board adopted Resolution No. R-25-730, increasing the amount awarded to Jewish Family & Children's Services of Northern New Jersey, Inc. for outpatient services by seventeen thousand dollars ($17,000.00), resulting in a new total award for such services not to exceed fifty-three thousand eight hundred dollars ($53,800.00) in calendar year 2025; and WHEREAS, the Director of the Department is requesting an increase in the following awards under RFP-22-006, due to an increase in the demand for such services during the latter part of the 2025 calendar year: * An increase of ten thousand dollars ($10,000.00) in the award to Center for Family Services, Inc. for mental health outpatient services, resulting in a new total award not to exceed fifty-five thousand dollars ($55,000.00) for services provided in calendar year 2025; and * An increase of fifteen thousand dollars ($15,000.00) in the award to Wafa House, Inc. for mental health case management services, resulting in a new total award not to exceed seventy-five thousand dollars ($75,000.00) for services provided in calendar year 2025; and * An increase of five thousand dollars ($5,000.00) in the award to Jewish Family & Children's Services of Northern New Jersey, Inc. for outpatient services, resulting in a new total award not to exceed fifty-eight thousand eight hundred dollars ($58,800.00) for services provided in calendar year 2025; and WHEREAS, funds are available in Account No. 5-01-27-162-002-213 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years' County budget(s); and WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., vendors executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendors are not involved in prohibited activities in Russia and Belarus, and the County confirmed vendors are not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and WHEREAS, this matter was presented to the Health and Human Services Committee and is being recommended to the Board for approval. NOW, THEREFORE, LET IT BE RESOLVED, the Board of County Commissioners of the County of Passaic authorizes increases in the awards to various agencies under RFP-22-006, as follows: * An increase of ten thousand dollars ($10,000.00) in the award to Center for Family Services, Inc. for mental health outpatient services, resulting in a new total award not to exceed fifty-five thousand dollars ($55,000.00) for services provided in calendar year 2025; and * An increase of fifteen thousand dollars ($15,000.00) in the award to Wafa House, Inc. for mental health case management services, resulting in a new total award not to exceed seventy-five thousand dollars ($75,000.00) for services provided in calendar year 2025; and * An increase of five thousand dollars ($5,000.00) in the award to Jewish Family & Children's Services of Northern New Jersey, Inc. for outpatient services, resulting in a new total award not to exceed fifty-eight thousand eight hundred dollars ($58,800.00) for services provided in calendar year 2025. LET IT BE FURTHER RESOLVED, that the Clerk to the Board, Director of the Board, County Counsel, and Director of the Department of Human Services are authorized to take any other steps necessary to carry out the purpose of this Resolution.
