Staff Summary * Lake County is the recipient of HUD Community Development Block Grant (CDBG), HOME Investment Partnership (HOME) and Emergency Solutions Grant (ESG) entitlement funding. * As a condition of entitlement funds HUD requires the development and submission of an AAP detailing planned activities and expenditures. * The AAP includes annual funding recommendations totaling $4,881,094 to support affordable housing, public service, and public improvement activities. Body RESOLUTION WHEREAS, the United States Department of Housing & Urban Development (HUD) requires the submission of an Annual Action Plan (AAP) to govern the expenditure of federal entitlement funding; and WHEREAS, the Program Year (PY) 2026 AAP details the expenditure of $2,972,341 Community Development Block Grant (CDBG), $1,677,575 HOME Investment Partnership (HOME), and $231,178 Emergency Solutions Grant (ESG) funding; and WHEREAS, the Lake County Consortium Citizens Participation Plan (CPP) outlines the public process adhered to for the creation of the PY 2026 AAP; and WHEREAS, in accordance with the Lake County CPP a series of public meetings were held to discuss the PY 2026 AAP including a public hearing at the May 13, 2026, meeting of the Lake County Housing and Community Development Commission (HCDC); and WHEREAS, following the public hearing on May 13, 2026, the Lake County HCDC voted to approve the PY 2026 AAP. NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the PY 2026 AAP is hereby approved and an emergency appropriation in the amount of $42,989 is hereby authorized in the Fiscal Year 2026 budget in the Fund 740 HUD Grants budget as detailed in the attachment; and BE IT FURTHER RESOLVED, that the Chair of the Lake County Board or their designee is hereby authorized to execute all necessary documents including grant agreements, lien releases, loan modifications, lien subordinations, and other administrative documents necessary to carry out the PY 2026 AAP projects and complete the submission of the PY 2026 AAP.
