ITEM: AUTHORIZATION TO UTILIZE FLORIDA SHERIFF'S ASSOCIATION AND U.S. GENERAL SERVICES ADMINISTRATION CONTRACTS FOR THE PURCHASE AND DELIVERY OF EQUIPMENT
REQUEST: Authorization to utilize Florida Sheriffs Association Contract #14-12-0904 and General Services Administration (GSA) Contract #GS-07F-0140V for the purchase and delivery of equipment in the amount of $218,128.20. ...body
EXPLANATION: In accordance with approved equipment replacement schedules, staff is requesting authorization to purchase FY 2015 budgeted equipment. Purchases are to be made for the equipment specified, from authorized dealers, and at the lowest possible cost. The Florida Sheriffs Association and General Services Administration each provide the ability for all Florida vendors to propose prices for the sale of their equipment. Award is made to the lowest responsive and responsible bidder. Consequently, the lowest prices are found on these contracts, from which multiple State and local government agencies make their purchases. For Wellington's listed purchases, the Sheriffs Association and GSA contracts provided lower prices than similarly awarded State of Florida contracts.
One Western Community (Everglades Farm Equipment) and two Palm Beach County (Kelly Tractor and Thompson Pump) local vendors represent the manufacturer's brand for the equipment to be purchased; however, actual purchases will be made through their corporate offices, as stipulated by the awarded Sheriffs and GSA contracts. Scheduled equipment purchases are displayed below:

The John Deere tractor and the Thompson pump will be purchases for new equipment and will not replace any existing equipment. The mini excavator will replace an existing 2009 excavator (TPP #09-0002) which will be surplus pursuant to the allowed methods of disposition in our purchasing manual.
Staff recommends the purchase and delivery of budgeted equipment by utilizing respective FSA and GSA contracts as a basis for pricing in the total amount of $218,128.20.
