.title ITEM: ORDINANCE 2015-13 (FISCAL YEAR 2015/2016 CAPITAL IMPROVEMENT ELEMENT UPDATE) AN ORDINANCE OF WELLINGTON, FLORIDA'S COUNCIL, UPDATING THE WELLINGTON COMPREHENSIVE PLAN BY INCORPORATING THE ANNUAL REVIEW AND REVISIONS TO THE CAPITAL IMPROVEMENTS ELEMENT TO REFLECT THE 2015/2016 THROUGH 2020/2021 FIVE YEAR CAPITAL IMPROVEMENT PLAN FOR LEVEL OF SERVICE PROJECTS; AND UPDATING THE SCHOOL DISTRICT OF PALM BEACH COUNTY CAPITAL IMPROVEMENT SCHEDULE; PROVIDING FOR CONFLICT AND SEVERABILITY; AUTHORIZING THE MANAGER TO UPDATE THE COMPREHENSIVE PLAN; AND PROVIDING FOR AN EFFECTIVE DATE. REQUEST: Approval on First Reading Ordinance 2015-13 updating the Capital Improvement Element (CIE) Schedule for Level of Service Improvements for Fiscal Years 2015/2016 to 2020/2021 (Table CIE 1) and the School District of Palm Beach County Capital Improvement Schedule (Table CIE 2) located in the Capital Improvement Element of Wellington's Comprehensive Plan. .body EXPLANATION: In accordance with Section 163.3177, Florida Statutes, Wellington has conducted its annual review of the Capital Improvements Element (CIE). The attached Table CIE 1 describes changes to the previous FY 2015/2016 adopted CIE Table: * Budget was reduced for the ongoing projects of South Shore Boulevard Phase III project and the Reuse Water and Distribution Expansion project. * Funding for the ACME 10 Year Mitigation Program and Reuse Water Distribution Expansion has been committed. * FY 2015/2016 CIP Budget was approved by Council and includes the following Level of Service Improvement projects: o 120th Avenue South Road Project - paving 5,200 linear feet of existing shellrock roadway from 50th Street to Lake Worth Road o Aero Club Multiuse Path Project - constructing 2.1 miles of multiuse pathways o Huntington Drive Sidewalk Project - constructing 850 linear feet of new sidewalk o Saddle Trail Park Neighborhood Project - paving 3.31 miles of existing shellrock and install 3.31 miles of new water distribution piping and appurtenances o Binks Pointe Multiuse Pathway - installing a pathway from Binks Pointe development to connect to Wellington Environmental Preserve o Pierson Road Realignment - shifting the road north between Santa Barbara and Southfields Road to continue the bridle trail o School Crossing at Lake Worth Road and 120th Avenue o Stribling Way/Pierson Road Roundabout - construct a new roundabout for traffic control o Equestrian Brown Trail Connector - install a culvert and bridle trail Updates to Table CIE 2 Palm Beach County School District Five Year Capital Improvement Schedule approved annually by the Palm Beach County School Board is adopted by reference.
