Countywide (Mike Rhodes, Interim Development Services Director) end Division: division Development Services body Authorized By: Mike Rhodes, Interim Development Services Director Contact/Phone Number: Phil Kersey/ 407-665-7460 Background: As part of the County's ongoing effort to modernize the Code of Ordinances, improve regulatory clarity, and support the broader Code Enforcement transition, the following updates to Chapter 40, Building and Construction, are proposed: * Establish a new Building Code Board of Appeals (formerly the Board of Contractor Examiners/Contractor Licensing Board), including updates to disciplinary and appeals processes and clarification of enforcement authority * Update the emergency permitting framework in accordance with Senate Bill 180 (2025) * Revise the competency card process * Adopt survey requirements for permit package submissions * Remove outdated, redundant, or duplicative provisions The County Manager's Office, County Attorney's Office, and Development Services Department recommend approval of this ordinance to strengthen enforcement consistency, improve administrative processes, and ensure compliance with current statutory requirements. Notice of Public Hearing was published on the Seminole County public notices website on May 2, 2026. If approved, the ordinance will take effect upon filing with the Florida Department of State by the Clerk to the Board of County Commissioners.
