ADOPT A RESOLUTION TO ACCEPT $1.5 MILLION CALIFORNIANSFORALL YOUTH SERVICE CORPS ROUND 4 GRANT
recommended action
RECOMMENDATION
It is recommended that the City Council adopt a resolution to:
1. Authorize the City Manager to execute a grant agreement with California Volunteers for the CaliforniansForAll Youth Service Corps Program in the amount of $1,500,471 for the term of January 1, 2027 through December 31, 2027; and
2. Authorize the City Manager to appropriate grant funds for the CaliforniansForAll Youth Service Corps in the amount of $1,500,471.
It is also recommended that the City Manager be authorized to take any appropriate and necessary actions to carry out the purpose and intent of the resolution.

Summary
California Volunteers awarded the City of Stockton $1,500,471 through the CaliforniansForAll Youth Service Corps Program to support youth employment and workforce development opportunities in the City of Stockton. The funding will support implementation of the Stockton Youth Employment Summer Success (YESS) Program and partnerships with community-based organizations to provide workforce development opportunities for underserved youth.
DISCUSSION
Background
The CaliforniansForAll Youth Service Corps initiative is a statewide program administered by California Volunteers through the Office of the Governor. The program seeks to create paid workforce development opportunities for youth while addressing community needs related to climate, food insecurity, public service, education, and other civic priorities.
Since initially receiving CaliforniansForAll funding in 2021, the City of Stockton has established a successful youth workforce development model through the Stockton YESS Program. The program has provided hundreds of paid youth employment opportunities while also offering professional development, mentorship, and wraparound support services for participating youth.
The City submitted an application for the CaliforniansForAll Youth Service Corps Program in December 2025 and was subsequently awarded funding in the amount of $1,500,471.
Present Situation
The proposed agreement will provide funding for the City to continue implementation of the Stockton YESS Program during calendar year 2027. The agreement term runs from January 1, 2027, through December 31, 2027.
Under the proposed program model, the City will directly administer a youth employment program serving approximately 100 youth participants between the ages of 16-19. Participants will receive paid work experience through placements across various City departments, alongside professional development workshops, financial literacy training, resume development, and mentorship opportunities.
In addition to direct City programming, staff intend to conduct a Notice of Funding Availability (NOFA) procurement process to identify sub-grantees for the 2027 program year. Because multiple awards are anticipated, the NOFA process will allow the City to partner with multiple community-based organizations capable of delivering workforce development programming aligned with California Volunteers program priorities. Priority program areas identified in the application include climate-related work, public service, food insecurity initiatives, and workforce pathways that support underserved youth populations.
The proposed budget includes funding for staffing, participant wages, wraparound services, and subcontracted workforce development programming. Staff estimate the program will serve at least 186 youth participants through both direct programming and subgrantee partnerships.
FINANCIAL SUMMARY
The City and its subcontractors will pay for eligible program expenses and submit reimbursement requests to California Volunteers in accordance with the terms of the grant agreement. There will be no impact to the General Fund, and no matching funds are required for this program.
An appropriation of revenue and expenditures in the amount of $1,500,471 is necessary in the City Manager's Office Special Grants Fund for implementation of the CaliforniansForAll Youth Service Corps Program.
