[Initiating Landmark Designation - Arthur Castle Home ] Resolution initiating landmark designation under Article 10 of the Planning Code for the Arthur Castle Home , located at 2402 Steiner Street , Assessor’s Parcel Block No. 0606 , Lot No. 017A . WHEREAS, U n der Planning Code, Section 1004.1, the Board of Supervisors may by Resolution initiate landmark designation s ; and WHEREAS, Planning Code, Section 1004.2(b), requires the Historic Preservation Commission to respond to historic district or individual landmark designation s initiated by the Board of Supervisors within 90 days, and authorizes the Board, by Resolution, to extend the time within which the Historic Preservation Commission is to render its decision; and WHEREAS, T he Arthur Castle Home i s located at 2402 Steiner Street , Assessor’s Parcel Block No. 0606 , Lot No. 017A in the Pacific Heights neighborhood ; and WHEREAS, A rthur H . Cast le , son of pioneering Jewish merchant and dried fruit and nut purveyor , and partner of the family’s dried fruit business, the Castle Brothers, was the original property owner ; and WHEREAS, The property was designed by a rchitect of m erit Willis Polk circa 1900- 1901 ; and WHEREAS, The 1968 book “Here Today, San Francisco’s Architectural Heritage”, by the Junior League of San Francisco, Inc. discusses the property; and WHEREAS, T he property is an excellent example of a Tudor Revival style residence from the early 1900s; and WHEREAS, T he property exhibits extant Tudor Revival features , including a steeply pitched front-facing gable, tall narrow multiple-pane windows, masonry accents, massive chimney, a front door surmounted by a Tudor arch, and decorative half-timbering ; and WHEREAS, In 202 3 , the San Francisco Historic Preservation Commission adopted the Progressive Era & Early Revival Styles (1890-1930) Historic Context Statement , which provided frameworks for identifying and evaluating Tudor Revival and early revi v al style buildings for historical significance and integrity; and WHEREAS, In 2023, the San Francisco Historic Preservation Commission adopted the Architecture, Planning, & Preservation Professionals: A Collection of Biographies Historic Context Statement , which developed an evaluative framework in order to provide standards for consistent, informed evaluations of the city’s various architecture professionals ; and WHEREAS, Through applying the evaluative framework s as outlined in the Progressive Era & Early Revival Styles (1890-1930) Historic Context Statement and the Architecture, Planning, & Preservation Professionals: A Collection of Biographies Historic Context Statement , the property can be considered as an individually eligible historic resource based on its design by architect of merit Willis Polk , year built, extant character - defining features, and sufficient integrity; now, therefore , be it RESOLVED , T he Board o f Supervisors hereby initiates landmark designation of the Arthur Castle Home under Planning Code, Section 1004.1; and, be it FURTHER RESOLVED , T he B oard requests that the Planning Department prepare a landmark designation report to submit to the Historic Preservation Commission for its consideration of the full historical, architectural, aesthetic, and cultural interest and value o f the Arthur Castle Home ; and, be it FURTHER RESOLVED , T he Board o f Supervisors requests that the Historic Preservation Commission consider whether the Arthur Castle Home warrants landmark designation and submit its recommendation to the B oard according to A rticle 10 of the Pl anning C ode .
