Files #260368, 260369, 260370 and 260371Accept and Expend Resolutions for 2026-2027 CDBG, HOME, ESG and HOPWAFundsBUDGET AND FINANCE COMMITTEE April 22, 2026Julia SaboryDeputy Director of Community DevelopmentMayor’s Office of Housing and Community Development 2 BACKGROUND ?Each year, the City receives four entitlement grants from the U.S. Department of Housing and Urban Development (HUD)•Community Development Block Grant (CDBG)•Emergency Solutions Grant (ESG)•Home Investment Partnerships (HOME)•Housing Opportunities for Persons With AIDS (HOPWA)?Entitlement grants are based on statutory formulas?Amounts in these resolutions are estimates based on FY25-26 amounts.Actual awards are less than 5% different from estimates.?MOHCD is the lead agency for receiving HUD entitlement grants?Fundingis then administered byMOHCD, OEWD, and HSH Departments 3 Accept and Expend Resolutions for 2026-2027 CDBG, HOME, ESG and HOPWA Funds ?CDBG –$21.5M•Supports affordable housing preservation, small businesses, and public service programs. ?ESG –$1.7M•Directly addresses homelessness through: oEmergency shelter oHomelessness prevention oData systems that improve coordination ?HOME-$6.6M•Funds new affordable housing construction, including major pipeline projects. ?HOPWA –$7.7M•Provides rental assistance and supportive housing for people living with HIV/AIDS. 4 FY 24-25 Highlights CDBG, HOME, ESG & HOPWA Funds 5 CDBG Highlights ?Acquisition and preservationof affordable housing units•Normandy Apartments—108units rehabilitated•249 Pennsylvania—119units (acquisition/pre-construction funding)•772 Pacific—174units (acquisition/pre-construction funding)?Public Services •13,009 individualsserved in FY24-25 (tenant counseling, eviction prevention, housing/homebuyer counseling, job training) 6 HOME Highlights ?New Construction •Sunnydale Block 7 –89 units•Sunnydale Block 9 –95 units•772 Pacific (to come) –175 units?Facilities Management •15 properties (1,088 units)inspected in FY24-25,all passed with corrective actions tracked for findings (file documentation, maintenance, pest/safety) 7 ESG Highlights ?Emergency Shelter & Homelessness Prevention•1,462 individualsserved in FY24-25, including chronically unhoused individuals and survivors of domestic violance.?Prevention Outcomes (supported by ESG + local funds)•2,997 households achieved a problem-solving resolution/diversion from homelessness in FY24-25
