The proposed legislation officially names an unnamed street, pursuant to San Francisco Public Works Code, Section 423, California Streets and Highways Code, Sections 970.5, 971, and California Government Code, Section 34091.1. WHEREAS, The Successor Agency to the Redevelopment Agency of the City and County of San Francisco (“OCII”) and CP Development Co., LLC, a Delaware limited liability company (“Developer”) entered into various agreements, including a Disposition and Development Agreement (Candlestick Point and Phase 2 of the Hunters Point Shipyard), dated as of June 3, 2010, as amended from time to time, relating to the development of the Candlestick Point-Phase 2 Hunters Point Shipyard project (“Project”); and WHEREAS, The Project consists of 10,672 new homes, approximately 32% of which will be affordable, approximately 4.9 million square feet for commercial uses, over 300 acres of parks and open space, and significant jobs and community benefits to the surrounding community; and WHEREAS, The Director of Public Works (“Director”) approved Vesting Tentative Subdivision Map No. 7878 for Candlestick Point (the “Vesting Tentative Map”), subject to the conditions of approval contained in Public Works (“PW”) Order No. 182724, and the Developer intends to file multiple, phased final subdivision maps based on the Vesting Tentative Map; and WHEREAS, The Developer will commence the construction of horizontal infrastructure for the next phase of development at Candlestick Point, including new public streets that will Supervisor Walton BOARD OF SUPERVISORS Page 2 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 be dedicated to the City and County of San Francisco (“City”) upon completion (hereafter, future-dedicated streets are referred to collectively as “Public Streets”); and WHEREAS, The Developer will dedicate these currently unbuilt and unnamed Public Streets to the City with the applicable phased final map for Candlestick Point and by separate instruments executed concurrent with each respective phased final map; and WHEREAS, The Board of Supervisors anticipates dedicating these Public Streets as open public right-of-way through subsequent actions and accepting the Public Streets and attendant public infrastructure for City maintenance and liability purposes subject to certain conditions; and WHEREAS, The Project includes certain private streets that will not be dedicated to the City for use as open public right-of-way, but for which street names and addresses are necessary (“Private Streets”); and WHEREAS, To avoid public confusion with street names and to create a consistent and comprehensive street naming nomenclature applicable to this multi-year phased Project, this Resolution proposes to officially name all Public Streets and Private Streets at Candlestick Point; and WHEREAS, The proposed street names for the Public Streets and the Private Streets (collectively “Proposed Street Names”) are shown in their approximate locations on maps that are on file with the Clerk of the Board of Supervisors in File No. _____________ and incorporated herein by reference; and WHEREAS, OCII reviewed the street naming plan at public hearings and engagement sessions facilitated by the Mayor’s Hunters Point Shipyard Citizens Advisory Committee (“HPSCAC”) in 2015, which included community meetings at the Alice Griffith Opportunity Center and the Shipyard Site Office to solicit nominations from Bayview Hunters Point residents; and Supervisor Walton BOARD OF SUPERVISORS Page 3 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 WHEREAS, This public process generated 116 online and paper ballots resulting in 44 unique street name nominations, which were evaluated by a selection committee composed of HPSCAC members, community stakeholders, an Alice Griffith resident, and representatives from OCII; and WHEREAS, This process resulted in the selection of three community-nominated names for new streets; and WHEREAS, The three individuals nominated to be recognized through street names are as follows: Christine Neal, a community leader and resident of Alice Griffith who served as the first president of the Alice Griffith Improvement Club and the President of the Tenants Association; Elder Samuel Pryor Smith Sr., who worked at Hunters Point Shipyard during World War II, was a member of the Carpenter’s Union Local 22, and played football for the San Francisco Clippers; and Zerline Dixon, who worked at Hunters Point Shipyard as a welder during World War II; and WHEREAS, The remaining new streets proposed at Candlestick Point are named in honor of prominent individuals and players associated with the San Francisco Giants and San Francisco 49ers, including former 49ers owner Edward DeBartolo, former 49ers executive Carmen Policy, former 49er players Joe Montana, Jerry Rice, Ronnie Lott, and Dwight Clark, and former Giants players Barry Bonds, Juan Marichal, and Orlando Cepeda Jr.; and WHEREAS, The following streets at Candlestick Point to be named as Public Streets are the following listed in alphabetical order: Bill Walsh Street, Candlestick Park Drive, Carmen Policy Avenue, Christine Neal Street, Edward J. Debartolo Jr. Way, Elder Samuel Pryor Smith Sr. Street, Jerry Rice Road, Montana-Clark Drive, Orlando Cepeda Drive, West Harney Way, and Zerline Dixon Street; and WHEREAS, The following streets at Candlestick Point to be named as Private Streets are the following listed in alphabetical order: Barry Bonds Lane, Carmen Policy Lane; Supervisor Walton BOARD OF SUPERVISORS Page 4 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 Christine Neal Lane, Edward J. Debartolo Jr. Lane, Elder Samuel Pryor Smith Sr. Lane, Fitzgerald Lane, Giants Lane, Jamestown Lane, Jerry Rice Lane, Juan Marichal Lane, Montana-Clark Lane, Ronnie Lott Lane, and Zerline Dixon Lane; and WHEREAS, Existing Bill Walsh Way along Gilman Playground Park (between Gilman and Ingerson Avenues) is proposed to be renamed Giants Drive to establish consistency with the segment of Giants Drive located north of Carroll Avenue; and WHEREAS, As shown in the aforementioned maps, a new Public Street recognizing San Francisco 49ers coach Bill Walsh is proposed to be named Bill Walsh Street at a new location within Candlestick Point using a different hierarchical roadway reference to avoid confusion; and WHEREAS, Despite California Streets and Highways Code, Section 971, which allows the Board of Supervisors to name previously unnamed streets without any hearing or notice, the Board has elected to proceed with a Resolution and a public hearing process to name the new Public Streets and Private Streets and to rename Bill Walsh Way (located between Gilman Avenue and Ingerson Avenue) to Giants Drive in accordance with California Government Code, Section 34091.1 and Streets and Highways Code, Section 970.5 and 5026; and WHEREAS, In PW Order No. _____________, dated _____________, 2026, the Director certified that PW approves the Proposed Street Names and their approximate locations shown on the aforementioned maps and that none of the Proposed Street Names conflict with the names of existing streets located in the City; and WHEREAS, A copy of PW Order No. _____________ is on file with the Clerk of the Board of Supervisors in File No. _____________ and incorporated herein by reference; and Supervisor Walton BOARD OF SUPERVISORS Page 5 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 WHEREAS, This PW Order also states that Public Works conducted the required notice to adjacent property owners and provided a report on its findings concerning the street renaming; and WHEREAS, For establishing the name of unnamed streets and changing the name of existing streets, the City follows the practices specified in Public Works Code, Section 423, the PW informational bulletin entitled "Street Name Establishment/Street Name Change,” California Government Code, Section 34091.1, California Street and Highways Code, Section 970.5, 971, and 5026; now, therefore, be it RESOLVED, That consistent with law and procedures specified above, the Board of Supervisors hereby establishes the official names for the list of unnamed Public Streets and Private Streets in the approximate locations shown on the maps that are attached to the PW Order and on file with the Clerk of the Board of Supervisors; and, be it FURTHER RESOLVED, That the Board adopts the following list of Proposed Street Names in alphabetical order and as designated Public or Private: Barry Bonds Lane (Private) Bill Walsh Street (Public) Candlestick Park Drive (Public) Carmen Policy Avenue (Public) Carmen Policy Lane (Private) Christine Neal Street (Public) Christine Neal Lane (Private) Edward J.
