For many years now, receiving notices from the Department of Public Works notifying us of graffiti and labeling such an issue on our property as a “blight” has unnerved us, but we have never objected or otherwise, and complied with the system you have chosen for property owners, despite the long history of our advice, our efforts and our position relative to our neighborhood, and what truly constitutes “blight.” The exact circumstances of however, drew my attention for a myriad of reasons, and made it impossible for me to ignore, and despite the long history of our relationship with the City dating back to 1915 when my great grandfather, Frederick W. Buzzell, built our building at 130 8th St., and moved Buzzell Electric from Sansome St., where it had been located since 1909. Over the course of the past 50 years, the City has made it abundantly clear that our history and contributions are not relevant, our advice not persuasive, and our loyalty and commitment to our city as trivial. As this matter was set for a hearing, I thought long and hard about it, and decided that I wanted the opportunity to be heard. Thus, we were outraged to say the least when this past Friday evening I received the attached “Notice of Abandoned or Vacated Property.” It is hard not to associate the two as being interrelated. Your message was sent loud and clear in response to our hope to have a reasonable discussion about what we consider a dangerous condition that is the responsibility of the City, and which we were concerned that you might not be aware of. Now we are hesitant to even interact with you, out of fear of retribution and/or retaliation, as it would appear that it has already begun. To think we would abandon our property, our city and our neighborhood is both preposterous and personally offensive beyond words. Starting in 1915, after moving from Sansome St. where our firm was first located, we operated Buzzell Electric Works at this location until its closure in 2010. You should know, as we performed a great deal of work for the City over the century, and always had great relationships with the folks we worked with. We are also neighbors, as the parking lot on the corner of 8th and Mission is to my understanding owned by the S.F. City School District – and serves as parking for employees of the welfare office that was relocated to Mission St. in the late 80’s – early 90’s, despite our advice that it would be a “blight” to the neighborhood and crime would increase drastically. Our advice was rejected. We literally helped build this neighborhood, and then several years later in the early 90’s you authorized the placement of the billboard that was placed directly in front of our sign that has been there since the 30s’ or 40’s. (That is a guesstimate – but I’m sure I could find details in this regard if needed.) Again, we vehemently opposed this billboard, and yet again our objections were ignored. Fast forward 20 years or so and my understanding is that the City no longer allows billboards. To say that we were outraged based on this change, that we originally championed decades earlier, is an understatement. Now today, in May of 2026 here we are again. First of all, if you would examine the pictures of the billboard and the graffiti, you will see quite clearly that the only way the criminals are defacing our property is by trespassing onto City property, then trespassing and accessing the billboard platform that I believe to be owned by a group of “oil men” in Texas. While furious about the graffiti, more importantly we want to put the City on Notice of this dangerous condition. One false step and someone could be badly hurt or worse. The City and the owner of the billboard are responsible for this condition, as our roof is not accessible and secured on all other sides. In our opinion the billboard should be removed as it has created a dangerous condition, and is being used to trespass onto our property, damage our property and there is no accountability whatsoever. Moreover, what is the true “blight” here…the graffiti or the billboard itself? Not only is it the blight, but now its created and dangerous situation that is being ignored. If there is no billboard there is no graffiti, and no potential for someone to get severely injured. I have not had the time to put together more detailed information as I also operate a law firm in the City and have other responsibilities. I would be happy to put more together for you relative to this matter as it is important to us, and believe it is in the City’s best interests to take action or at least be educated. I have also included just a few of the broken windows, as recently as a couple of weeks ago, with the invoices associated therewith. Do you have any idea how many windows I’ve personally helped repair, had repaired or paid to be repaired since I was 12 years old? I’m now 49, and its too many to count. Tomorrow we start repairs on our original floors from 1915, which have been eaten away on the Minna St., entrance to our building, from urine seeping under the doorway and onto the floor. The acidity has literally eaten the floor away as seen in the picture attached and that invoice. The condition has even eaten away a small area of the subflooring. We continue to want to be a good neighbor, comply with your rules and policies, but would only ask that perhaps you would consider reciprocating the same. We have invested in this community for more than a century. The late Mayor Lee used our building as a model for urban manufacturing and advised that these types of issues would change. Yet again, we hope and await change, and a commitment from the City to make protecting its citizens real and personal property a priority of the highest magnitude.
