CNC Surplus Equipment Resolution

RESOLUTION NO. (N.C.S.) DECLARATION AND DISPOSAL OF CHINATOWN NAVIGATION CENTER SURPLUS FIXTURE, FURNITURE AND EQUIPMENT WHEREAS, the Chinatown Navigation Center (CNC) has been a key component of the City’s homeless response system, operating as a low-barrier navigation center focused on connections to shelter, housing, and supportive services ; and WHEREAS, as the City prepares for the closure of CNC operations, CNC furniture, fixtures, and equipment (FF&E) which were specifically purchased to support operations, including client sleeping areas, common spaces, and service delivery functions are no longer needed for continued City use ; and WHEREAS, Community Homeless Solutions, the CNC operator, has expressed interest in FF&E listed in Exhibit A to the Resolution to support similar low-barrier navigation center or interim housing programs ; and WHEREAS , i n accordance with Chapter 12, Article II, Section 12-15 (a) of the Salinas Municipal Code, the City Council may authorize the disposition of property without public auction or advertisement for bids if the Council adopts a resolution finding the public convenience, necessity, or welfare requires such disposition and stating the terms and conditions thereof and the reasons therefor e ; and WHEREAS, d eclaring the FF&E identified on Exhibit A as surplus and approving their transfer will support continued community benefit while promoting operational efficiency. Authorizing disposal of the FF&E will allow them to remain in active use serving individuals experiencing homelessness, while minimizing storage, transportation, administration, and disposal costs to the City ; and WHEREAS , the City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378). NOW, THEREFORE, BE IT R ESOLVED that pursuant to Salinas Municipal Code Chapter 12, Article II, section 12- 15 ( a ) the Salinas City Council hereby declares the items on the attached Exhibit A: Chinatown Navigation Center Furniture, Fixtures and Equipment List as surplus , authorizes the disposition of such property, without public auction or advertisement for bids, to Community Homeless Solutions at no cost , and authorizes the disposal of any remaining FF&E not transferred.
