TO: Honorable Mayor and Members of the City Council FROM: Jarad Hildenbrand, City Manager 1. SUBJECT title Production agreement for the inaugural Celebrate Orange event: A collaborative event combining the Orange May Parade, Taste of Orange, and Orange Plaza Rotary Club Car Show body 2. SUMMARY At December 9, 2025, Orange City Council meeting, the Orange Chamber of Commerce Foundation, the Assistance League of Orange, and the Orange Plaza Rotary Club made a presentation to the City Council requesting authorization to combine their respective events into a single two-day event. After the presentation, the City Council unanimously approved their request and directed staff to develop a production agreement for the Celebrate Orange event. 3. RECOMMENDED ACTION recommendation Approve the Celebrate Orange Production Agreement (combining the Orange May Parade, Taste of Orange, & Orange Plaza Rotary Car Show); and authorize the Mayor and City Clerk to execute on behalf of the City. end 4. DISCUSSION AND BACKGROUND The Orange May Parade, Taste of Orange, and Orange Plaza Rotary Club Car Show are springtime events that have been held in the Old Towne Orange Plaza area for many years. At the December 9, 2025, City Council Meeting, all three event organizers made a presentation to Council requesting authorization to combine their respective events into a single two-day event. Upon hearing the presentation, the City Council directed staff to develop a production agreement. Attached is the production agreement for the City Council's consideration. Understanding the event will take place in less than two months, staff have been working with all three groups to plan and finalize event details while this production agreement was being developed. Should the City Council approve this production agreement, staff will continue to work with all three groups and ensure Celebrate Orange proceeds as expected. 7.
