Allocation of $1,000 for Juneteenth Event 2026; Amendment to Flag Policy; Approval of Juneteenth and Pride Flag Raising for 2026 and Annually RECOMMENDATION: City Council should receive a presentation on the proposed Juneteenth event at the library and direct staff to allocate $1,000 for the event. The Council should further consider approving a minor amendment to the City’s flag policy and the raising of the Juneteenth and Pride flags this year as well as annually.

- MOTION: A motion was made by Council Member Bailey, seconded by Vice Mayor Walker-Griffin, to approve the following: (1) Allocate $1000 to the Juneteenth library event. (2) Approve The annual raising of the Pride flag for the month of June except when the Juneteenth flag is flying on the teen-days, the13th-19th. (3) The amendment to section B1. of the Flag Policy and update it with the following language: 1. The City Council shall only consider a request to display a commemorative flag if the request is made by a member of the Hercules City Council, and approved by the City Council at a City Council meeting, pursuant to the two-step process set forth in the City Council’s adopted Rules of Procedure. Staff may also make a request for City Council approval to display a commemorative flag. motion carried by the following vote:
